State scholarships for full-time master degree studies
Each year, the Education Exchanges Support Foundation opens applications for Lithuanian state scholarships for international full-time Master’s degree students accepted at Lithuanian higher education institutions.
The scholarship includes a monthly stipend and a grant covering study costs.

General Competencies and Learning Outcomes
1. Personal and Social Abilities
- Ability to make timely decisions, develop strategies, and critically analyze and reflect on the results of his/her or others' professional activities seeking continuous improvement in professional performance;
- Ability to learn independently has work organization and planning skills, that allow to purposefully and independently continue studies, improve in professional activity, and adapt to the changing multicultural work environment;
- Ability to express thoughts and arguments fluently, justify the conclusions reached, and present them properly, both orally and in writing, to an audience of specialists and non-specialists, using legal terminology;
- Ability to work individually or in a team to identify, raise, or solve complex problems of legal regulation, interpretation of legal norms, or practical application of law.
Subject-specific competencies and learning outcomes
2. Knowledge and its application
- Ability to qualify violations of law or disputes qualitatively that arise in the public or private sectors and, based on the practice of international and national courts, propose measures of responsibility or methods of dispute settlement;
- Ability to demonstrate detailed knowledge of the latest theories of legal regulation of public administration and human rights science, individual institutes of administrative law, their functioning mechanism, purpose and development trends, an overview of development perspectives, and comparisons with legal policy trends of foreign countries and ability to apply knowledge in new and unknown situations.
3. Research skills
- Ability to independently analyze and interpret different legal and practical concepts and creatively use the results of the newest scientific research in issues of public law, ability to formulate well-grounded conclusions oriented towards the improvement of public law regulation.
4. Special abilities
- Ability to effectively represent the interests of public and private legal and natural persons in the processes of legal violations and disputes arising in the public or private sectors;
- Ability to apply the knowledge and skills of EU constitutional and administrative law about the methods of solving current legal problems of the public sector and the social, political, and economic development processes influencing these problems;
- Ability to identify, analyze and competently evaluate the practical activities of administrative law subjects, the problems arising in their activities;
- Ability to determine the reasons and circumstances leading to the emergence of those problems and to offer effective, rational suggestions for solving these problems;
- Ability to qualitatively qualify violations of law or disputes arising in the public or private sectors and, based on the practice of international and national courts, propose measures of responsibility or methods of dispute settlement.
