Tuition fees in Latvia vary greatly and are dependent on your program of study, rather than the level of study.
For example; a humanities degree normally costs about €1600 ($1870) per year, while a medicine degree can cost up to €15,000 ($17,600) per year. Some postgraduate degrees can cost up to €25,600 ($30,000) per year.
Latvia does provide student loans issued by Swedbank, a Swedish bank. You can find out more here. These loans aren't from the government. They’re private loans, more like a mortgage than a conventional student loan.
As for scholarships, there are multiple on offer from the Latvian government. They’re designed to attract students and researchers from all over the world. Government scholarships don’t cover tuition fees, but can offer enough money to cover accommodation and many of your day-to-day living expenses.
