Journalism and Mass Communication (JMC) is a globalized program in regard to course content, sources of teachers, internship institutions and future employment. As part of International College, JMC not only recruits students with superior English ability but also multilingual students from all around the world. We also provide multilingual projects to give our students more practical opportunities. In the future, one of our goals is to cultivate professional foreign language emcees. The Department of Mass Communication of OUK was established on August 1, 1997. The educational purpose of the department is to foster professionals in mass communication. Both curriculum design and faculty equally emphasize theory and practice. Currently, we have two full-time teachers, more than ten part-time teachers, and 120 students. In response to various societal transitions, such as domestic politics, economy, society, media ecology, communication technology, and so on, considering the special property of our role as adult distance learning, the prospective development of our department will take communication technology as the core and theory as the foundation to promote professionalism and ethics education, and to foster professionals of broadcast, television, and Internet media with ideal, responsibility, potential, originality, and social responsibility. Our department not only uses broadcast, television, Internet, and other media to carry out instruction but also offers courses in the afternoon and evening due to flexible instruction sessions. On the existing basis, we will plan to establish a pre-Master credit course program and a graduate institute in the future, providing diverse on-the-job education and further education for personages of communication industries in Kaohsiung City, Kaohsiung County, and Pingtung area. The biggest difference between students of our department and those of traditional colleges and universities is the diversity of students, who participate in the learning by virtue of the passion for media and mission to the society and make the quality of the whole learning environment higher.

The department aims at cultivating students’ knowledge of arts and humanities along with their creative thinking and foreign language ability, and at preparing them for careers in radio, television and electronic media. Our mission is to produce mass communication personnel who are proficient in a foreign languages, well-versed in the arts, and greatly concerned about society. Our faculty members are PhD degree holders who specialize in communication and arts and have practical experience. We also recruit famous professionals in the mass communication world as our instructors. Our ultimate goal is to educate our students to become digital media and communication professionals.

For the undergraduate-level courses, the Department of Journalism intends to equip students with a variety of professional skills that include (1) the sophisticated application of multi- and digital media; (2) the implementation of civic journalism closely associated with local communities; (3) the capability to make discourses for feature reports; (4) the ability to produce English news; and (5) the preparation for the internship program tightly integrated with the workplace. With the curriculum planning that intends to unite professional skills with academic knowledge, along with the liberal atmosphere of learning, the Department of Journalism intends to cultivate students with creativity, a wider vision, and a keen sense of the news. With the dual focus on theory and practice, the aim of the graduate-level courses at the Department of Journalism is to nurture future journalists and communication scholars with critical thinking, academic knowledge, and passionate care for society. In order to equip its students with the ability to apply the ever-changing technologies to advocate the University’s mission statement, “liberty and democracy,” the Graduate Institute of Journalism trains the students’ professional skills in accordance with the highest academic standards. In addition, the curriculum planning incorporates digital skills and news exploration capacity and adheres to the principles of journalism and the mission of journalists.

Communication is an activity in which people transmit, receive and feedback information through symbols and signals; it is a process in which people exchange opinions, thoughts, and emotions with each other to achieve mutual understanding and influence; the world is full of communication phenomena, but in the process of communication Quality and elements are definitely important factors that influence people's artistic life. In view of this, the curriculum planning of this program is based on aesthetics and humanistic qualities, and strengthens the practical ability of communication arts to cultivate professional talents in the two main axes of "communication marketing" and "film and television media" in response to "internationalization of creation" and "communication The converging trend of the times is "artistic" and "connotative human culture", cultivating talents in the communication and marketing management of news media, as well as the creation and management talents of film and television media and advertising animation.

The Executive Yuan has planned that the emerging industries that Taiwan should actively promote in the future are: tourism, biotechnology, green energy, medical care, fine agriculture, and cultural creativity; six emerging industries; and selected digital life as one of Taiwan’s future emerging industries. It is expected to drive emerging technologies such as online multimedia and digital content.

The Graduate Institute of Animation and Multimedia Design was established and started recruiting students in 2007. The establishment of this institute was for the development and the transformation of the National University of Tainan, as well as the acclimating with the developmental trend of international design industries and other related industries in the south of Taiwan. The purpose of this institute is to cultivate professional designers and artists for the field of animation and multimedia design in Taiwan. Students who graduated from this institute are expected to have the ability of animation production and accomplishment on aesthetics. The developmental direction on the research and the creation is on the production and design of animation, including the creative performance, the new aesthetic style, artistic connotation, and production planning. The course structure of the institute is majorly based on practical abilities of the animation production that are applied on cinema and TV, internet, music, and mobile devices.

The Ph.D. Program in Communication Studies is designed to nurture the leaderships or scholars engaging in communications research and education. Our graduates will have their eye on translating their vision into policymaking and shaping the future of the industry.

The Master of Arts (M.A.) program in the Department of Foreign Languages and Literature leads to a post-baccalaureate degree designed for individuals who are interested in multimedia language teaching, Western cultures, and literature. The program’s curriculum is based on the synergy of theory and practice and is developed to help students become outstanding scholars and professionals in the fields of literature and language.

Master Program in Hakka Language and Literature of the Department of Hakka Language and Social Sciences was established in August 2004. We enrolled ten students every year, targeting at people who like to address themselves to Hakka language and literature studies.
