Introduction
The Department of Foreign Language Studies at Valahia University of Targoviste was founded in 2012 with the mission of administering existing foreign language study programs and establishing new ones to fulfill the interests of prospective students as well as social, cultural, and economic demands. Our foreign language study programs help students achieve their career goals. They enhance their prospects of gaining employment in the European and worldwide markets as a result of the skills and competencies they acquire. Our study programs are designed to encourage Romanian, EU, and international student mobility, cross-cultural exchanges, and knowledge sharing both inside and outside of Europe.

The Preparatory Program of Romanian Language for Foreign Students is part of the Faculty of Political Sciences, Letters and Communication, the Letters Department, “Valahia” the University of Târgovişte, and has a duration of 2 semesters (28 weeks, 60 credits).
The program is designed to enable international students to acquire and develop their communication skills and aims at:
- Familiarizing foreign students with the Romanian language system from a functional perspective;
- Familiarizing foreign students with defining aspects of Romanian culture and civilization;
- Assimilating the Romanian language vocabulary and basic grammatical structures;
- Shaping the foreign students’ communication skills (in reading, writing, listening, and speaking in Romanian);
- Developing communication skills in various communication situations;
- Acquiring the essential concepts of basic specialized languages (economic sciences, engineering, biological and biomedical sciences, social sciences, etc.), at the minimum B1 level, according to the Common European Framework of Reference for Languages (CEFR), formulated by the Council of Europe.

Curriculum
The program curriculum includes fundamental and specialized subjects, according to the aims set: Romanian culture and civilization, Practical Romanian language courses, Lexical-grammatical and syntactic structures of the Romanian language, and Specialized language.
The program also promotes intercultural communication, given the ethnic composition of the group of students, thus contributing to a better understanding of various cultures and the development of teamwork in the context of diversity.

Scholarships and Funding
By the provisions of Romanian Government Ordinance No. 22/22 August 2009 on the establishment of the minimum amount of tuition fees, in foreign currency, of citizens studying on their own in Romania, from states that are not members of the European Union, as well as those that are not part of the European Economic Area, and from the Swiss Confederation, Valahia University of Targoviste will submit yearly to the Ministry of Education several maximum five application files, accompanied by the official transcript of studies by which the nomination of persons proposed for receiving a tuition-free and scholarship places, which contains the ranking of candidates, in descending order of averages, will be made.
Foreign students (except those in their final year of studies) who have completed at least one year of studies (except for the Romanian Language Preparatory Program for foreign citizens) in an educational institution accredited by the state in Romania and obtained an average mark of at least 7.00, as well as foreign citizen graduates of state universities who obtained an overall average of at least 7.00, are eligible to apply for these Romanian state scholarships.
The competition file shall include:
- the university results for each year of study (except for the Romanian Language Preparatory Program for foreign citizens) of candidates applying for the continuation of undergraduate studies;
- curriculum vitae;
- list of scientific papers, specialized publications, papers
- a copy of the bachelor’s degree and the diploma supplement (transcript) or certificate showing the university situation for all years of study, as well as the results obtained at the bachelor’s exam (for graduates of the current year) for candidates applying for continuation at master’s or doctoral university studies
- recommendations from at least two university professors or specialists in the field for candidates for doctoral studies
- legalized copy of the birth certificate;
- copy of passport;
- A copy of the residence permit in Romania.
The nominal list and candidate files will be submitted to the Ministry of Education by November 30 of the academic year.
Scholarships are granted in the highest to the lowest order of average marks, selecting the best submissions from each university, within the limit of available funds and taking into consideration a balanced distribution between universities and within them by fields of study. If two applicants have the same average, the differentiation will be decided based on the study cycle, with the candidates from the doctoral, master’s, and bachelor’s degree cycles receiving preference in that order. By order of the Minister of Education, the candidates so chosen become recipients of the scholarships. The final selection results will be communicated to higher education institutions and published on the Ministry’s official website.
