Key Summary
Introduction
The programme is selected by the Education Bureau (EDB) as an Applied Degree in which it provides multiple routes and more flexible admission requirements. In addition to the route through JUPAS, holders of a relevant programme at QF 3 or with relevant experiences through Recognition of Prior Learning (RPL) can apply through the non-JUPAS route.
It is the first undergraduate degree programme in Hong Kong which covers both Health Information Management (HIM) and Health Services Management (HSM). Students will take three clusters of discipline courses in the areas of Health Sciences, HIM and HSM.
Programme Objectives
- To develop students’ capacity in applying knowledge and applied skills regarding Health Information Management with reference to the competency frameworks of international professional associations for Health Information Management;
- To develop students’ capacity in applying knowledge and applied skills regarding Health Services Management with reference to the competency frameworks of international professional associations for Health Services Management;
- To equip students with the practical knowledge in creating, assessing, measuring and evaluating impacts of biological and clinical information relevant to health information and services management issues;
- To develop students’ understanding of the healthcare system in Hong Kong and the operation of common healthcare facilities in relation to Health Services Management and Health Information Management;
- To equip students with effective communication, and coalition- and team-building skills;
- To provide students with a holistic General Education (GE) curriculum, so as to equip them with the competencies demanded in the twenty-first century and to nurture them to become active, caring and socially responsible citizens.

- Students have opportunities to engage in experiential learning through internships, capstone projects, and industrial visits.
- Students improve their problem-solving skills in Health Information and Services Management by analysing real-life cases.
- Students enhance their skills in communication and collaboration with cross-sectoral professional teams, and also their ability to address management challenges in healthcare operations and development by exercising professional skills and a customer-oriented approach.

Scholarships and Funding
EduCare@TWC Entrance Scholarships for AY 2025/2026
All local students who enroll in designated programmes and meet the scholarship criteria will be eligible for the entrance scholarship, and the College will inform those students; no additional application is necessary.
The scholarship amounts range from HK$30,000 to HK$60,000. The College will disburse the one-time entrance scholarship to eligible new students enrolling in the first-year or senior year entry of the designated programmes.
According to the College's policy, entrance scholarships will apply to the first year of study, whether for first-year or senior admissions, and they are non-renewable. Eligible students must settle their tuition fees (after deducting NMTSS or SSSDP, if applicable) according to the payment schedule listed by the College. Eligibility may be affected if a student applies for suspension of studies, leave of absence, or deregistration. The College reserves the right to revoke the scholarship if a student applies for suspension of studies, leave of absence, or deregistration before the Scholarship and Award Presentation Ceremony. The ceremony will be held in June 2026, and the scholarships will be disbursed after the ceremony.
