We are entering the 21st century with more than 50% of the population living in urban areas, and in some Latin American cities this figure can increase to close to 70%, and with an increasing trend as a result of the offer of services, well-being and security that the city is supposed to offer, in front of the historical neglect of the rest of the territory. This situation brings with it a significant demand for housing, environmental, social, and public services, in addition to constant movements of inhabitants to different sectors of the city in order to attend to their activities (work, study, residence, recreation, access to services, among others. ).

The immeasurable debt with respect to the aforementioned demands becomes the object of attention, reflection, and agreements between various States, entities, organizations, and conventions.
