From 1992 to 1996, the Industry Bureau of the Ministry of Economic Affairs began to promote the "Digital Learning Industry Promotion and Development Project" (Phase 1). This department was established in 1993 and came into being under the trend of the country's overall digital industry. Therefore, in addition to cooperating with the school’s development goals, the department also observes the overall professional development trend of the country. In order to cope with the “digital industry development plan” promoted by the country, the department has set the development direction to actively cultivate talents related to the digital content industry.

Since then, the Ministry of Economic Affairs has promoted the second phase of the five-year plan since 1997. The "Digital Content Industry Promotion Office of the Ministry of Economic Affairs" was officially inaugurated on September 29, 1998. The Executive Yuan has listed the development of the digital content industry as the top six. One of the key flagship projects under the cultural and creative industries of emerging industries. The Executive Yuan also approved the "Digital Publishing Industry Development Strategy and Action Plan" in August 1998 to promote Taiwan to become a major city in the global digital publishing industry. So far, the "Cultural and Creative Industry Development Plan-Digital Content Industry Flagship Project" has continuously expanded the current digital content industry to cover content, hardware, software, and application services.
