In 1965, the Department of Tourism was established by Hsing Wu Business College, which was the first school in the country to start the tourism program. It has been more than half a century now.

In 2000, the Ministry of Education approved the plan to restructure the school to "Hsing Wu Institute of Technology." The change conformed to the trend of industrial upgrading and transformation in Taiwan. To develop technical talents to meet the domestic industry demands, the Department of Tourism, which includes Hospitality and Tourism, was established. Our school has become one of the most important technical colleges in New Taipei region.

To further promote the growth and transformation of the school, the Department of Applied English and the Department of Tourism Management were successively added during 2002-2005 academic year; and the "Leisure and Recreation Management Institute" was established subsequently during 2007-2009. On Aug 1, 2012, the institution was officially upgraded to a technical university that consists of four colleges in Business Management, Tourism and Hospitality, Popular Arts, and Design.
